The European Union, together with Switzerland, Norway, and Northern Ireland, are implementing a new customs cargo safety and security program, underpinned by a large-scale advanced cargo information system.

Key features of ICS2


  • Mandatory from Sep 1, 2025
    ICS2 will fully replace ICS1 across all transport modes—air, maritime, road, and rail.

  • Pre-arrival ENS filing
    All goods entering or transiting the EU must have accurate and complete ENS data submitted in advance.

  • Expanded scope
    As of April 2025, ICS2 includes road and rail transport, as well as air and sea.

  • Compliance requirements
    Economic operators must register for an EORI number, update IT systems, train staff, and pass a self-conformance test.

Import Control System 2 is the European Union’s advanced cargo information system designed to enhance customs security and streamline the pre-arrival process for goods entering or transiting through the EU.

It requires economic operators to submit detailed Entry Summary Declarations (ENS) before goods arrive, enabling customs authorities to assess risks and ensure safety.
